On August 9, 2025, Veron Mosengo distributed to all CAF staff a conflict of interest declaration form, the same one that Hannan Nur, CAF’s Director of Risk and Compliance, had decided to use in 2023 and that she had planned to circulate for a year and a half (point 1 of the GRC Report). She had issued a statement denouncing Veron Mosengo’s poor practices, which he found guilty of cheating on Hannan Nur’s work. He quickly fired him, and according to the latest news, Hannan Nur has decided to file a complaint for unfair dismissal.

Temporary Responsibilities and Divisional Supervision

Dear colleagues,
I hope this message finds you in a good mood.

As you know, at its last meeting, the CAF Executive Committee instructed the Chairman of the Governance Committee to work with the Standing Committee to restructure the CAS administration based on a series of recommendations.

A presentation on this topic will be made at our next meeting.

In the meantime, please note the following changes, effective immediately:

1. Changes within the Tournaments and Events Division
The Ticketing Department has been transferred from the Finance Division to the Tournaments and Events Division.

All members of the Ticketing Department will now report to Mr. Samson Adamu, Director of Tournaments and Events.

2. Changes within the Commercial Division

The Technology Department has been transferred from the HR Services Division to the Commercial Division.

All members of the Technology Department will now report to Mr. Hassan ElKamah, Commercial Director.

3. Changes within the Development Division

In the absence of a Division Director, the Development Division will be under my responsibility until further notice.

I will announce at a later date the name of the person to whom the current members of the Development Division will report.

In the absence of the Head of Refereeing and Football Technology, Mr. Mamadou Haidara will assume the interim management of the department.

Changes in the management of CAF staff mail
All prerogatives, access, and authorizations related to the management and use of CAF staff mail have been transferred from the HR and Services Division to the Office of General Services.

The objective of CAF management remains to align with the vision of CAF President Dr. Patrice Motsepe.

This internal correspondence reveals irregularities in CAF’s administration, as the CAF Secretary General currently holds two strategic positions, which is out of step with the rules of good governance.

What is behind this excessive holding of positions by the CAF Secretary General?

The other curious aspect of Veron Mosengo’s disastrous management of CAF is that he would like Sarah Mukuna (a native of his country and the daughter of his personal friend) to take over the Development Department, following the dismissal of the Director concerned (Mr. Raul Chipenda). However, Development constitutes one of the pillars of his CAF Impact program, which notably includes women’s football and governance, a fact already noted in the GRC report and now appears to be confirmed.

As you may have noticed in the memo he distributed to staff, he specifies that Development will be placed under his direct responsibility.

For now, these are still only rumors, but we wouldn’t be surprised if Sarah Mukuna inherits this position. Skills don’t matter to him, as long as loyalty is guaranteed, as is the case with Sarah Mukuna, who is struggling to be effective in her role as CAF Director of Associations.

During the CHAN, the Head of the General Secretary’s Office deployed numerous Brazilians as freelancers. While several Federation presidents complained about their poor performance, Véron acted as if he wasn’t aware, even though he is the one responsible for approving delegation lists that include all the names of staff and freelancers required for a mission.

CAF still lacks an organizational chart after four years of Patrice Motsepe as CAF president.
